[Penang] Phee : Barisan Nasional misused welfare funds for parties' interest

The Penang State Government appointed a group of officers to go down to the grounds to explain the state government's policies to the people. A section of the Penang mainland, in particular, Seberang Perai Utara is still under UMNO, Barisan Nasional. Some of the people there are not aware about the Warga Emas RM100 appreciation token.
